With that tall fence, I get the impression they don't want you climbing over it.
Perhaps someone felt the need to differentiate between "beach" and "shore." I have a friend from NJ who calls it the shore and I say beach. This is one of our favorite arguments.
Lol, yes... lucky that sign was there or we'd have missed it completely!! It brightens up the fence so prettily and has that nice 'homemade' feel to it :D)
